What is an ESD?
An Emergency Services District (ESD) is a grassroots government created by voters in an area to fund fire protection, emergency medical services, or both. More than 300 districts are operating in Texas, and more are added at almost every uniform election date.
Pearland Fire Department
Under an Interlocal Agreement with the City of Pearland, the
Pearland Fire Department (PFD) provides fire and emergency
response services to ESD5.
- PFD is recognized as one to the top fire departments in the country and designated ISO-1 (Public Protection Classification rating by Insurance Services Office Inc.) Property insurance premiums are often lower because of the highest rating.

History
In March 2018, the City of Pearland notified Brazoria MUDs 2 and 3 that Fire and Emergency Medical Services in certain extraterritorial areas would end on December 31, 2018, unless a paid contract was put in place.
To ensure uninterrupted emergency services, the Boards of MUDs 2 and 3 initiated the creation of an Emergency Services District. After a resident petition drive and approval from the Brazoria County Commissioners Court to place the measure on the ballot, the City of Pearland granted consent on August 27, 2018.
On November 6, 2018, voters approved the creation of Brazoria County Emergency Services District No. 5. The District was formally established on November 27, 2018, and now funds contracted emergency services within its boundaries under Texas law.

District Commissioners
The District is governed by a Board of District Commissioners consisting of five (5) appointed members, who manage and supervise all affairs of the District. Each District Commissioner is appointed to serve a staggered two (2) year term. The District’s current members are as follows:
